Jerry Pasternak heads Garson Claxton’s government relations practice. In addition to lobbying on behalf of clients at the county, state and federal levels, Jerry advises clients doing, or seeking to do, business with county and state government.

Before joining the firm, Jerry served for 12 years as Special Assistant to County Executive Doug Duncan of Montgomery County, Maryland. As the senior political and policy advisor to the County Executive, Jerry contributed strategies for public policy decisions and played a key role in the full range of decision-making and implementation issues confronting the County Executive. Among his more notable achievements, Jerry helped engineer the redevelopment of Silver Spring and the development of the Music Center at Strathmore, the Montgomery County Conference Center, and Rockville Town Center.

Because of his experience in the creation and implementation of private/public partnerships for economic development projects, Jerry is uniquely positioned to guide businesses through complex processes requiring regulatory permits or other governmental approvals or incentives.

Jerry also has been active in state and local politics for more than 20 years. He served as Chief Operating Officer and Finance Chairman for the Duncan for Governor campaign in 2005-2006. He was Campaign Manager for Doug Duncan’s successful campaign for County Executive in 1994 and for Marilyn Praisner’s successful campaign for County Council in 1990. As a result of his political activity, as well as his work with the executive and legislative branches of local, state and federal government on behalf of the County Executive, Jerry has longstanding relationships with elected and government officials at all levels of government.

Prior to joining the Duncan administration, Jerry was a partner in the real estate department of a large Washington, DC law firm, where he developed an expertise in complex commercial real estate transactions.

Jerry received his law degrees from the University of Southern California and Georgetown University.
